Strategy and Planning

PlanEnergi has extensive experience in running complex political processes and ensuring broad support for strategies among all stakeholders concerning energy and climate strategies for municipalities and regions. In addition, PlanEnergi has great practical experience from a number of renewable energy projects like wind power/PV, biogas and district heating. The practical experiences in e.g. stakeholder involvement, legislation and organization is key when discussing the development of energy planning on a more strategic level.

We have made investigations, developed strategic energy plans, mapping, completed processes to support strategic energy planning, and much more for Danish Regions along with 15+ municipalities in Denmark. The experiences from the Danish energy plans have been applied in a broader European context in several projects.

Work areas in Strategy and Planning

  • Baseline Reports and Climate Accounts

PlanEnergi has been working on Scope I and II energy baseline reports since 1997, covering the IPCC sector energy (incl. transportation) for municipalities and other geographical regions. We have a thorough knowledge of the available data, as well as the advantages and disadvantages of different methodological approaches. In addition, we have experience with the active use of baseline mapping as part of the work on strategic plans and concrete initiatives in the energy and climate areas.

Since 2020, PlanEnergi has also developed Scope I and II Climate Accounts, covering the remaining IPPC sectors. The purpose of creating Climate Accounts is to give the municipalities an overview of the greenhouse gas emissions that are associated with different activities within the municipal boundary. The accounts can be used as a strategic tool to set municipal climate targets, as a planning and prioritization tool to reduce emissions from the most climate-damaging activities first, and as a tool to monitor the effect of reduction measures.

  • Strategies for Climate Change Mitigation

PlanEnergi has experience with managing complicated processes related to local and regional strategic energy planning. In processes that include all the relevant stakeholders for the local transition towards greenhouse gas reductions, we link the planning tools of strategic planning with the technology-specific technical expertise. We follow a pragmatic approach of bringing the right partners together for greenhouse gas reductions. A core result of these plans are the development of capacities within the local stakeholders and co-developed action plans (including monitoring and follow-ups) that ensure that the strategic plan is carried out in practice.

In PlanEnergi we believe in holistic strategies for rural energy supply, where municipal development initiatives and strategies for energy supply go together. Strategies must be based on local challenges and opportunities. In this way, municipalities can make an effort and develop selected land areas into attractive home sites with sustainable energy supply and associated job openings.

  • (District) Heat Planning

We offer heat planning for geographical areas, typically municipalities. Through the preparation of project proposals for district heating projects with a vast array of renewable technologies (LINK TIL BESLUTNINGSGRUNDLAG), PlanEnergi has an in-depth knowledge of the boundary conditions in the heating sector and the technical challenges related to the future heat supply. In support of a municipality’s heat planning at various levels of detail, PlanEnergi can analyze the possibilities for reorganizing the municipality’s heat supply.

  • Transportation

The conversion of the transport sector to renewable energy is necessary if Denmark is to reach its 2050 energy goals for 100% renewable energy supply. PlanEnergi works with the conversion of the transport sector to renewable energy on several levels – from investigations and analyses of the transport sector’s role in the future energy system to calculations carried out for specific projects.

  • Location or Planning of Energy Facilities

PlanEnergi has many years of experience with the placement of technical facilities in the landscape, including the placement of large wind farms, solar parks, solar systems, thermal storage, biogas plants, as well as transmission lines for electricity and pipelines for heat and gas. PlanEnergi has all the technical and planning skills required for finding a suitable location for future energy plants. This includes organizing the procedures necessary to involve citizens and key stakeholders.
